Create sessions folder within your file manager with the following path storage/framework/sessions. Try again and you won't get the error.

the collation you choosed is the wrong one go to Database create a new fresh db for ex stocky47db and then choose the collation utf8mb3_general_ci and then go to import db in the importation settings keep all the 3 option ticked blue and it should be all good
