I don't think anybody understands what the heck this is.
If it is the free file.... are we supposed to invent the premium code? Is it unlocked with an activation key and the premium features are included or do we need the premium script to null it?

There is nothing to null in the file you provided.
The only activation requirement is WP V4.5+
No license, no key checks, no purchase validation...
The version provided is freeware.
