2C133/4 Error w/ IPS Applications

99% of all applications I attempt to install on my IPS board gives the following error. Anyone figured out why this happens and how to fix it?

2C133/4 The application you are attempting to install appears to be installed already. To reinstall the application you must first uninstall it.

Are they too old?
Switch to XenForo which is much better.
